steps to reproduced:
1. no jre and no fx
    1) make sure there are no jre and fx installed in the system
    2) try to load following applet
        http://jfx.sfbay.sun.com/hudson/job/presidio-deploy-scrum/label=windows-i586-14/lastSuccessfulBuild/artifact/artifacts/deployed/DefaultPreloader/Fish.html
    3) there is an message showing up: "To view the content on this page, please click here to install Java."(see attch no-jre-no-fx)
    4) click the java link
    5) If there is a server problem and jre is not getting downloaded, then the bug reproduced. (see attch no-jre-and-fx-error)

or 2. no jre but have fx-b42
       1) make sure there are no jre and fx installed in the system
       2) install jre-b148 and JavaFX2.0-b42
       3) remove fx-b42
       4) try to load following applet
        http://jfx.sfbay.sun.com/hudson/job/presidio-deploy-scrum/label=windows-i586-14/lastSuccessfulBuild/artifact/artifacts/deployed/DefaultPreloader/Fish.html
       5) there is an message showing up: "To view the content on this page, please click here to install Java."(see attch no-jre-no-fx)
       6) click the java link
       7) If there is a server problem and jre is not getting downloaded, then the bug reproduced. (see attch no-jre-and-fx-error)
