Add a Tooltip to a control.
Start the application.
Place the mouse over the control and don't touch it anymore.
After a short moment a tooltip appears and after a while disappears.
After another short moment the whole cycle of appearing and disappearing starts again and continues for ever.

Don't you think that this is a bit annoying?
