      steps to reproduce:
      1 clear deployment cache
      2 Launch the applet http://jfx.sfbay.sun.com/hudson/job/presidio-deploy-scrum/label=windows-i586-14/lastSuccessfulBuild/artifact/artifacts/deployed/SignedApp/SignedApp.html
      3 If there appeares an exception(ExitException[3]com.sun.deploy.net.FailedDownloadException) and the app failed to run, then the bug reproduce
