nls: Japanese SDK installer, JRE missing dialog is garbled.

      In the case of JDK is installed but JRE is not installed. SDK installer report JRE missing dialog. on Japanese Windows, this dialog is garbled.
      This is similar to RT-17240, but it happens in SDK installer.
