Steps to reproduce:
1) Launch the following applet/application
http://rehte.cn.oracle.com:8080/wshost/new_ws/deployment/src/javafx/fxfeaturesTest/fxfeaturesTest/html/MissingPreloaderJar.html
or
http://rehte.cn.oracle.com:8080/wshost/new_ws/deployment/src/javafx/fxfeaturesTest/fxfeaturesTest/html/MissingPreloaderJar.jnlp
The preloader class SimplePreloader isn't in the jar files in jnlp, the default preloader is supposed to use
2) if the applet/application can not be launched and an error dialog appears, bug is reproduced.

The applet/application above work well with fx b38 promotion build.(http://jre.us.oracle.com/java/re/javafx/2.0/promoted/all/b38/bundles/windows-i586/)
