The JDK 9 build doesn't appear to be always using the newly compiled classes during build. I've seen this behaviour since JDK-8054717 was integrated.
In my example, classes modified in the jdk.crypto.ec module are not being used during class compilation of jdk.crypto.pkcs11 module.
