nsk/monitoring/stress/thread timeout

All nsk/monitoring/stress/thread tests timed out in the same test run.
This has happened a few times during the last months.

There is no error information in the log. Test probably needs more logging.

There is a linked bug with the same problem (JDK-8130680), but that bug is specific for arm.
This time it happened on windows-x64.
