Test testset pit defined in the jprt-related files includes tests in various repositories, including many test sets defined in the jdk repo.

We we now have tiered testing in the JDK for the jaxp, jaxws, langtools, and jdk repos (JDK-8075544, etc.), the testset pit testing should be redefined in terms of the tiered definitions so simplify and regularize how testing is defined.
