We need to enable building the javafx.swt module as a modular jar such that it can access SWT core classes provided by Eclipse and also access JavaFX internals.

Note that we cannot link this module into the JDK image since it has (of necessity) an external dependency on SWT.

The current plan is to deliver this as an automatic module in a (renamed) javafx-swt.jar file.
