Put compiler tests in packages

      there are compile tests are test libraries which don't have package.
      it complicates test development process in IDE and makes it inconvenient to use a library.

        1.
        		 use package for /compiler/whitebox common classes Sub-task Resolved Dmitrij Pochepko  
        2.
        		 use package in compiler testlibraries Sub-task Resolved Igor Ignatyev (Inactive)
