[ja] truncation in some dialogs in JRE installation on windows 8.1

      Run JRE online installer (8u60 b27) on windows 8.1 MUI fully switched to Japanese.

      In the complete dialog, there is minor truncation at the bottom.

      In welcome dialog, there is also truncation in the bottom.

      In insecure JRE dialog, there is also truncation in the bottom.

      Attached are the screenshots.

      This problem does not happen in windows 7. There is no truncation in the dialogs when we test JRE online installation in windows 7 with 8u60 b25.
