The issue is found with recent nightly build of 08/14 on 64bit linux(OEL).
1. Install mentioned jre from http://sca00cmf.us.oracle.com/nightlyws/jdk9-client/b78_2015-08-14-0301_3184/bundles/linux-amd64
2. In JCP add file:// into ESL.
3. Download directory http://sqeweb.us.oracle.com/net/scanas415/export/deployment/larry/signedJars to local (ftp of nfs can be used)
4. Try to launch javaws from local:
javaws file://LOCALPATH/signedJars/jnlp/testMFSandboxNoCB.jnlp
5. If Application error dialog can be found the issue is reproduced. By clicking on the "detials" button it shows java.lang.StackOverFlowError
