JEP 223: New Version-String Scheme (https://bugs.openjdk.java.net/browse/JDK-8061493) now states the policy for comparing numeric strings with non-numeric strings.
This policy (that all non-numeric strings are greater than all numeric strings) is different than was proposed as JNLP specification change for JDK9 in CCC request http://ccc.us.oracle.com/8075605 and as implemented in https://bugs.openjdk.java.net/browse/JDK-6506300
This bug is to change the JNLP Specification and implementation in JDK9 to be in compliance with semver.org and JEP-223
