Steps to reproduce:

1. Create cfg file at: /Library/Application\ Support/Oracle/Java/java.settings.cfg with a flag like EULA=1
2. Run the pkg installer
3. Verify the java.settings.cfg file exists in the /etc/java/ tree

Expected: it should exist with EULA=1
Actual: it does not get created

This happens at least on mac, maybe all unix...
