Got extra error dialog and UI cannot be freshed when jar is signed with all permission and applet doesn't specify the permission

      Got an extra App Error dialog before accepting the Security Information Dialog, and UI looks like cannot be refreshed.

      Steps to reproduce:
      1) Input cert to make it trusted from
      http://sqeweb.us.oracle.com/net/scanas415/export/deployment/sheldon/webCases/javacontrolpanel/keystore/self.valid.cert
      2) Launch http://sqeweb.us.oracle.com/net/scanas415/export/deployment/sheldon/webCases/javacontrolpanel/html/tesRuntimeParam.html
      3) If App Error dialog comes out along with Security Information Dialog, bug is reproducible.
