Error 1603: Java Update did not complete when _JAVA_OPTIONS is being set

      There is a known issue that Java updates fails on windows when third
      party software sets the _JAVA_OPTIONS environment variable. This will lead
      to the following error:

      Error 1603: Java Update did not complete.
