Remove SPI locale provider adapter from the default provider list

        In light of deprecating the Extension Mechanism, applicaitons which use SPI locale provider would need to configure their runtime configurations to use classpath. Since SPI interface is not commonly used, we can remove it from the default provider list which would contribute to the runtime startup performance.
