Remove dead code in survivor rate group

      Description

        The survivor rate group tracks per-region per-age survival rates.

        Clean up the code:
        - remove the unused Surv_rate_group::accum_surv_rate() method and dependent members
        - move CollectorState::should_propagate() to somewhere better suited, and rename it
