ENV: win7/x86/jre9-b85
Steps to reproduce:
0. Install jre9-b85
1. Open cmd and run the following command line:
c:/PROGRA~1/Java/JRE19~1.0/bin/java -Xbootclasspath/a:c:/PROGRA~1/Java/JRE19~1.0/lib/deploy.jar;c:/PROGRA~1/Java/JRE19~1.0/lib/javaws.jar;c:/PROGRA~1/Java/JRE19~1.0/lib/plugin.jar com.sun.deploy.panel.ControlPanel -tab about
2. If you get "Error: Could not find or load main class com.sun.deploy.panel.ControlPanel", then this bug is reproduced.

Note: no such issue with jre9-b80
