Each of the sub-repos in the JDK forest contains separate README files. They should just only reference the top-level build README, instead of (incorrectly) trying to describe the build process.

Also, in each sub-repo there is a THIRD_PARTY_README file, which references "JDK 8" when it should be "JDK 9".
