Hotspot Windows build should respect WARNINGS_AS_ERRORS

      Currently the /WX flag is hardcoded in the Hotspot windows make files. This makes it impossible to turn of warnings-as-errors for Windows without explicitely hacking the makefiles. This should be fixed.
