We have received a couple of incidents where submitter reports that he gets the install dialogs without text, while attempting 8u65 install (32-bit, 64-bit) on Windows 7 machines. User has attempted to install through multiple options (offline, iftw) with the similar result (see attached screenshot).

Currently, there is not enough information that could be used to reproduce this issue. Therefore, we have written back to the submitter requesting additional information, including installer log (jusched.log) and some extra info about the Env (IE version and system locale).
