Re-expose API in Table skin APIs to override default nodes for headers

Please move to Public API the following Control Skin features:
TableViewSkin.createTableHeaderRow()
TableHeaderRow .createRootHeader()
NestedTableColumnHeader.createTableColumnHeader()

These pieces of API are needed by SQE; also, as per discussion with Jonathan, moving these to public should not lead to major issues.
