tools/launcher/VersionCheck.java fails when it tries to run jaccess*.exe -J-version on windows. It pops up a window, does not print version info.

This is a Mach 5 blocker for further test runs as it leaves a process running and jenkins can not clean up the workspace.

jaccessinspector.exe and jaccesswalker.exe behave the same way on both 32 and 64 bit windows platforms.
