Build.bat hasn't been working properly for quite a while, the recent JDK version change completely broke it. Suggestion is to change it to use the vcproj files created by create.bat to enable quick building of Hotspot on Windows from command prompt.

This could be turned into a make target to ensure that we test the ProjectCreator and Visual Studio build
