Although most DocTree nodes are created by parsing doc comments, it is convenient for a javadoc doclet to be able to fabricate synthetic comments, such as for mandated methods, notes about functional interfaces, or JavaFX properties.

This requires having a public DocTreeMaker as part of the Compiler Tree API.
