Modular JARs as multi-release JARs

      This issue is created to track any investigation or work required to have modular JARs be multi-release JARs.

      Will multi-release JARs allow a module-info.class to be placed in META-INF/versions?

      Will the scanning of JAR files to get the set of packages ignore META-INF/versions? That is, can new packages be added in the versions tree.
