Cleanup of the ProcessHandle tests to:
 - Switch to the jdk.test.lib (from lib/testlibrary)
 - Cleanup import statements
 - Remove TEST.properties and use explicit @run testng arguments
   (if TEST.properties has TESTNG.dirs the tags of each test are ignored)
