When we convert TraceSafepointCleanupTime to UL, I think we can remove the option named TraceSafepointCleanupTime. Unlike some of the other product options that Trace things in the JVM, this one is unlikely to be found in scripts and is likely to be used on-demand. Since this is the case, the customer measuring Safepoint cleanup time can use the UL flag -Xlog:safepointcleanup=info which will be available in product instead.

Many of the GC product options have been removed in favor of UL option specification, except the very popular ones. I think this can follow suit.
