jdeps should be enhanced with work with modules and modulepath

1. take the module dependences in the static analysis e.g. missing or stales requires or module dependence should be "requires public"

2. support -modulepath option and automatic modules

3. support -release option as in javac that will help determine if a class references API that is present in JDK release >= N
