Testing env: jdk9 b101, windows7

Steps to reproduce:
- Add http://rehte.cn.oracle.com:8080 in ESL
- Launch javaws http://rehte.cn.oracle.com:8080/wshost/deploy_dev/test/functional/javafx/fxfeaturesTest/html/testSecureProperty.jnlp
- If jvm quits silently, bug is reproduced.
Checked trace file, no exception, there is following log, said no valid fx runtime.
basic: No valid JFX runtime at [c:\Program Files (x86)\Java\jre-9\bin\javaw.exe]
