Enable BLOB feature in JavaFX WebView

      Currently BLOB feature is disabled in JavaFX.
      It causes below DRT to crash/fail :
      fast/files/create-blob-url-crash.html
      fast/dom/window-domurl-crash.html
      fast/files/revoke-blob-url.html
