The use of the javax.logging mechanism in the ToolProvider class is somewhat anachronistic and serves little purpose. ToolProvider is to provide system tools, and there should be no configuration errors. If there are, it is better to notify the client rather than allow them to remain mostly unaware of the problem.

Note: this implies a change in the module graph for the java.compiler module, and should be handled accordingly.
