      running on windows w/ pre JDK 9, jdk/test/failurehandler/jtreg/GatherProcessInfoTimeoutHandler uses native method GatherProcessInfoTimeoutHandler::getWin32Pid to get a pid even if corresponding library (timeoutHandler) isn't loaded successfully
