Sjavac should not wait for portfile to materialize if server process is terminated

      Once the server process is forked, the client waits for port file values to materialize. Since no port file values will materialize if the server failed to launch, it makes more sense to wait for port file values to materialize *OR* the server process has terminated whichever comes first.
