[BACKOUT] Remove Method::_method_data for C1

      JDK-8147978 makes Method::_method_data available only in builds where JVMCI or C2 is enabled. The erviceability-related file, src/jdk.hotspot.agent/share/classes/sun/jvm/hotspot/oops/Method.java, relies on the Method::_method_data being available. As a result, a number of serviceability tests fail.
