[PIT]java webstart app failed to launch

The issue is found with jdk9 pit build b110 on windows8 32bit. To reproduce
1. Install http://release-jdk9.us.oracle.com/nightlyws/jdk9-client/108_2016-03-02-0751_4568/
2. start any webstart app, such as
http://sqeweb.us.oracle.com/net/scanas415/export/deployment/larry/batJavaws/jnlp/testApplet_Application.jnlp
3. If the app does not launch and command quit silently the issue is reproduced.
