jjs tool makefile should use --addmods ALL-SYSTEM

      jjs tool makefile should use --addmods ALL-SYSTEM. Without this scripts run with jjs tool will not be able to refer to all platform classes such as netscape.javascript.JSObject, or JavaFX classes.
