Java Web Start splash mechanism is not working in JDK9

      since jigsaw m3 merge no splash screen is shown in javaws applications.
      (Jp2Launcher is launched with -splash:<path>splash.gif arg, but no splash is seen.)
      Works when secure launcher turned off in deployment.properties.
