Allow -XaddExports be specified via the java-vm-args attribute

      JNLP applications that use JDK-internal APIs can't currently use -XaddExports to break encapsulation.

      We should investigate whether -XaddExports can be white listed and so be allowed in the java-vm-args attribute.
