A number of security tests have a dependency on javax.xml.bind.DatatypeConverter and so are problematic with the default policy to not resolve EE modules when compiling or running code in the unnamed module.

The following tests should be updated to avoid this dependency:

sun/security/pkcs11/KeyStore/SecretKeysBasic.java
sun/security/provider/PolicyFile/Modules.java
