Move G1 concurrent time report into separate class

      It would be better to have a dedicated class for concurrent phase time measurement and clean-up related codes.

      1. ConcurrentMarkThread::_vtime_accum and its friends.
      2. G1ConcurrentMark::_init_times is not needed or should be updated correctly.
