jnlp protocol doesn't work for chrome on windows

      Testing env: windows 7, jre 9 b111, chrome version 50.0.2661.75 m


      Steps to reproduce:
      - In chrome, open jnlps://docs.oracle.com/javase/tutorialJWS/samples/deployment/dynamictree_webstartJWSProject/dynamictree_webstart.jnlp , it will not use javaws to open it, instead, it will search the URL in google.

      It works for IE and firefox.
