I am finding that the Control Panel cannot be accessed.
Attempting to start it (javacpl.exe) results in nothing happening. It
appears to start and immediately exit. No error or message appears.
STEPS TO REPRODUCE:
----------------------
1. Install JRE 9 b113 (32bit) on Windows 2008R2 Standard Edition (user is
Administrator)
https://jdk9.java.net/download
2. Access the Windows Control Panel and click on "Java (32bit)" to open the
Java Control Panel.
Notice that nothing happens.
3. Open a DOS shell as Administrator and navigate to the directory where JRE 9 was
Installed. Switch to the bin directory.
4. Attempt to launch the Java Control Panel (javacpl.exe) from DOS.
Again, notice that nothing appears to happen.
