The issue was found on win7 32 bit with b118 pit bundle from
http://jre.us.oracle.com/java/re/jdk/9/jdk9-client/116_2016-04-26-0301_4900/bundles/
To reproduce
1. Installed mentioned 32 bit windows bundle on win7
2. Try to load any javaws applicatio, like the one from:
javaws http://sqeweb.us.oracle.com/net/scanas415/export/deployment/larry/batJavaws/jnlp/testApplet_Application.jnlp
3. If the loading failed with a dialog reporting access denied appears the issue is reproduced.
4. There is also a windows native dialog for javaws.exe error which can be found in attached screenshot.
