The JVM does not work properly if there is a semicolon in the path. The JVM team requested that we do not allow a semicolon in INSTALLDIR, because it would have been a lot of work to support it. It has been implemented for JRE and JDK installers but was probably lost with the JRE UI changes at some point. JDK still supports it.
