On Windows Vista SP2 system, the time value combo box does not show values in the list. (See attached screenshot). This disable users ability to select the appropriate time for downloading or installing a Java update.

The issue seems restricted to Vista and applicable for 8u77, 8u91 as well 8u102ea b05

To reproduce,
Open the Java Control Panel -> Update -> Advanced -> Automatic Update Advanced Settings -> Try to choose time for frequency from the list At:
The list appears empty/invisible as you scroll down.
