On Windows Vista SP2 Java Update install dialog fails to appear

A DESCRIPTION OF THE PROBLEM :
When I try to update Java, the update program starts, I allow the program to run
then nothing. I think it is waiting for user input but there is no window showing
to input anything.

REGRESSION. Last worked in version 7u80


REPRODUCIBILITY :
This bug can be reproduced always.
