jmod jlink properties file need copyright header

We found this issue in translation and integration process. Haven't copyright header in some files.

jmod.properties and jlink.properties are new resource files which haven't the copyright block in file header. We need to add the copyright block in English file first, then we can use English file as template to create correct localized resource file also.
