Various improvements to ForkJoin/SubmissionPublisher code

These improvements were primarily targeted to better accommodate upcoming VarHandles, but also include introduction of a requested ForkJoinPool constructor that supports arguments similar to those of ThreadPoolExecutor. These were discussed and have been tried out in jsr166 versions for a few months now.
